The Gospel Offer: Is It Free to All?

In a word, yes. Some people see all sorts of contradictions in such a statement, but there are none with God.

In response to our article, Does the Bible Teach "Common Grace"?, a reader asks: "When you speak of the doctrine of the sovereign free offer of the Gospel to all men, do you believe this to mean that God sincerely offers and desires the salvation of all, including the reprobate [i.e., those not chosen in Christ before the foundation of the world]?"

In a word, yes. In summary, the Bible says this: God is absolutely sovereign in salvation by grace through faith in Christ. That salvation begins with God's foreknowledge and election, before the foundation of the world. God freely offers the Gospel of that salvation to all men including those who reject it, and He takes no pleasure in the condemnation they bring upon themselves.

Some people see all sorts of contradictions in such a statement, but there are none with God. The only contradictions are false ones, perceived in the mind of fallible man who is "slow of heart to believe" all that Scripture says (Luke 24:25). We must let Scripture speak for itself, so I trust the reader will bear with the extensive quotations that follow.

God's Expressed Desire

In the Scriptures we find God frequently expressing His desire for the salvation of those who ultimately reject Him, and describing what would have been theirs if they had heeded His call to repentance:

Oh, that they had such a heart in them that they would fear Me and always keep all My commandments, that it might be well with them and with their children forever! (Deuteronomy 5:29)

Oh, that they were wise, that they understood this, that they would consider their latter end! (Deuteronomy 32:29)

Oh, that My people would listen to Me, that Israel would walk in My ways! I would soon subdue their enemies, and turn My hand against their adversaries. The haters of the Lord would pretend submission to Him, but their fate would endure forever. He would have fed them also with the finest of wheat; and with honey from the rock I would have satisfied you. (Psalm 81:13-16)

Look to Me, and be saved, all you ends of the earth! For I am God, and there is no other. (Isaiah 45:22)

Oh, that you had heeded My commandments! Then your peace would have been like a river, and your righteousness like the waves of the sea. (Isaiah 48:18)

O Jerusalem, Jerusalem, the one who kills the prophets and stones those who are sent to her! How often I wanted to gather your children together, as a hen gathers her chicks under her wings, but you were not willing! (Matthew 23:37, also Luke 13:34)

No Pleasure in the Death of the Wicked

God says repeatedly that He has no pleasure in the death of the wicked:

"Do I have any pleasure at all that the wicked should die?" says the Lord God, "and not that he should turn from his ways and live?" (Ezekiel 18:23)

"For I have no pleasure in the death of one who dies," says the Lord God. "Therefore turn and live!" (Ezekiel 18:32)

Say to them: "As I live," says the Lord God, "I have no pleasure in the death of the wicked, but that the wicked turn from his way and live. Turn, turn from your evil ways! For why should you die, O house of Israel?" (Ezekiel 33:11)

The death of the wicked is contrary to God's dispositive will:

The Lord is not slack concerning His promise, as some count slackness, but is longsuffering toward us, not willing that any should perish but that all should come to repentance. (2 Peter 3:9)

Two words of explanation about this last passage are in order.

First, the dispositive will of God is that which God desires because it pleases Him in His holiness, even though it is not necessarily that which comes to pass. For example, God clearly desires peace and unity among believers (e.g., Psalm 133), but a realistic look at the church tells us that this is not always what comes to pass. Likewise, Scripture plainly states that God is not willing that any should perish, and that He takes no pleasure in the death of the wicked.

Secondly, in 2 Peter 3:9, the words "any" and "all" are not restricted contextually to the elect only. This verse is not a proof-text for the doctrine of election, which is well-supported by other Scriptures without imposing an unwarranted linguistic restriction in interpreting this particular verse.

The Free Offer of the Gospel

Furthermore, believers are called upon to warn the wicked of their impending spiritual death and to call upon them to turn to God, and to pray for and to do good toward the unbelieving as a matter of witness:

Nevertheless if you warn the wicked to turn from his way, and he does not turn from his way, he shall die in his iniquity; but you have delivered your soul. Therefore you, O son of man, say to the house of Israel: "Thus you say, 'If our transgressions and our sins lie upon us, and we pine away in them, how can we then live?' " Say to them: "As I live," says the Lord God, "I have no pleasure in the death of the wicked, but that the wicked turn from his way and live. Turn, turn from your evil ways! For why should you die, O house of Israel?" (Ezekiel 33:9-11)

But I say to you, love your enemies, bless those who curse you, do good to those who hate you, and pray for those who spitefully use you and persecute you, that you may be sons of your Father in heaven; for He makes His sun rise on the evil and on the good, and sends rain on the just and on the unjust. For if you love those who love you, what reward have you? Do not even the tax collectors do the same? And if you greet your brethren only, what do you do more than others? Do not even the tax collectors do so? Therefore you shall be perfect, just as your Father in heaven is perfect. (Matthew 5:44-48)

Jesus Himself offered His salvation to all, calling upon all men to come to Him:

Come to Me, all you who labor and are heavy laden, and I will give you rest. (Matthew 11:28)

On the last day, that great day of the feast, Jesus stood and cried out, saying, "If anyone thirsts, let him come to Me and drink." (John 7:37)

Then the Jews took up stones again to stone Him. Jesus answered them, "Many good works I have shown you from My Father. For which of those works do you stone Me?...If I do not do the works of My Father, do not believe Me; but if I do, though you do not believe Me, believe the works, that you may know and believe that the Father is in Me, and I in Him." (John 10:31-32, 37-38)

And the Spirit and the bride say, "Come!" And let him who hears say, "Come!" And let him who thirsts come. Whoever desires, let him take the water of life freely. (Revelation 22:17)

"The World" in John 3:16

God's giving of His Son is the ultimate expression of His love for all mankind, and for His entire creation, as well as his special love for the elect specifically. This threefold love governs the correct interpretation of the word "world" (kosmos) in John 3:16, in light of the following passages, as well as others below such as Ephesians 2:7-10:

Praise the Lord! I will praise the Lord with my whole heart, in the assembly of the upright and in the congregation. The works of the Lord are great, studied by all who have pleasure in them. His work is honorable and glorious, and His righteousness endures forever. He has made His wonderful works to be remembered; the Lord is gracious and full of compassion. He has given food to those who fear Him; He will ever be mindful of His covenant. He has declared to His people the power of His works, in giving them the heritage of the nations. The works of His hands are verity and justice; all His precepts are sure. They stand fast forever and ever, and are done in truth and uprightness. He has sent redemption to His people; He has commanded His covenant forever: holy and awesome is His name. The fear of the Lord is the beginning of wisdom; a good understanding have all those who do His commandments. His praise endures forever." (Psalm 111)

May the glory of the Lord endure forever; may the Lord rejoice in His works. (Psalm 104:31)

How long will the land mourn, and the herbs of every field wither? The beasts and birds are consumed, for the wickedness of those who dwell there, because they said, "He will not see our final end." (Jeremiah 12:4)

For I consider that the sufferings of this present time are not worthy to be compared with the glory which shall be revealed in us. For the earnest expectation of the creation eagerly waits for the revealing of the sons of God. For the creation was subjected to futility, not willingly, but because of Him who subjected it in hope; because the creation itself also will be delivered from the bondage of corruption into the glorious liberty of the children of God. For we know that the whole creation groans and labors with birth pangs together until now. Not only that, but we also who have the firstfruits of the Spirit, even we ourselves groan within ourselves, eagerly waiting for the adoption, the redemption of our body. (Romans 8:18-23)

The Free Offer Is Not a Contradiction

God's bona fide offer of salvation to all men does not contradict His sovereignty in salvation by the election of specific individuals from before the foundation of the world by His free grace alone, accomplished in time by Christ's sinless life, atoning death, and victorious resurrection, and applied to those elect souls through the regenerating work of the Holy Spirit. Rather, the free offer of the Gospel is an integral component of His sovereign work:

Or do you despise the riches of His goodness, forbearance, and longsuffering, not knowing that the goodness of God leads you to repentance? (Romans 2:4)

Brethren, my heart's desire and prayer to God for Israel is that they may be saved. For I bear them witness that they have a zeal for God, but not according to knowledge. For they being ignorant of God's righteousness, and seeking to establish their own righteousness, have not submitted to the righteousness of God. For Christ is the end of the law for righteousness to everyone who believes. For Moses writes about the righteousness which is of the law, "The man who does those things shall live by them." But the righteousness of faith speaks in this way, "Do not say in your heart, 'Who will ascend into heaven?' (that is, to bring Christ down from above) or, 'Who will descend into the abyss?' " (that is, to bring Christ up from the dead). But what does it say? "The word is near you, in your mouth and in your heart" (that is, the word of faith which we preach): that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation. For the Scripture says, "Whoever believes on Him will not be put to shame." For there is no distinction between Jew and Greek, for the same Lord over all is rich to all who call upon Him. For "whoever calls on the name of the Lord shall be saved." How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear without a preacher? And how shall they preach unless they are sent? As it is written: "How beautiful are the feet of those who preach the gospel of peace, Who bring glad tidings of good things!" But they have not all obeyed the gospel. For Isaiah says, "Lord, who has believed our report?" So then faith comes by hearing, and hearing by the word of God. But I say, have they not heard? Yes indeed: "Their sound has gone out to all the earth, and their words to the ends of the world." But I say, did Israel not know? First Moses says: "I will provoke you to jealousy by those who are not a nation, I will move you to anger by a foolish nation." But Isaiah is very bold and says: "I was found by those who did not seek Me; I was made manifest to those who did not ask for Me." But to Israel he says: "All day long I have stretched out My hands to a disobedient and contrary people." (Romans 10)

All that the Father gives Me will come to Me, and the one who comes to Me I will by no means cast out. (John 6:37)

No one can come to Me unless the Father who sent Me draws him; and I will raise him up at the last day. It is written in the prophets, "And they shall all be taught by God." Therefore everyone who has heard and learned from the Father comes to Me. (John 6:44-45)

And He said, "Therefore I have said to you that no one can come to Me unless it has been granted to him by My Father." (John 6:65)

Now when the Gentiles heard this, they were glad and glorified the word of the Lord. And as many as had been appointed to eternal life believed. (Acts 13:48)

For to be carnally minded is death, but to be spiritually minded is life and peace. Because the carnal mind is enmity against God; for it is not subject to the law of God, nor indeed can be." (Romans 8:6-7)

But it is not that the word of God has taken no effect. For they are not all Israel who are of Israel, nor are they all children because they are the seed of Abraham; but, "In Isaac your seed shall be called." That is, those who are the children of the flesh, these are not the children of God; but the children of the promise are counted as the seed. For this is the word of promise: "At this time I will come and Sarah shall have a son." And not only this, but when Rebecca also had conceived by one man, even by our father Isaac (for the children not yet being born, nor having done any good or evil, that the purpose of God according to election might stand, not of works but of Him who calls), it was said to her, "The older shall serve the younger." As it is written, "Jacob I have loved, but Esau I have hated." What shall we say then? Is there unrighteousness with God? Certainly not! For He says to Moses, "I will have mercy on whomever I will have mercy, and I will have compassion on whomever I will have compassion." So then it is not of him who wills, nor of him who runs, but of God who shows mercy. For the Scripture says to the Pharaoh, "For this very purpose I have raised you up, that I may show My power in you, and that My name may be declared in all the earth." Therefore He has mercy on whom He wills, and whom He wills He hardens. You will say to me then, "Why does He still find fault? For who has resisted His will?" But indeed, O man, who are you to reply against God? Will the thing formed say to him who formed it, "Why have you made me like this?" Does not the potter have power over the clay, from the same lump to make one vessel for honor and another for dishonor? What if God, wanting to show His wrath and to make His power known, endured with much longsuffering the vessels of wrath prepared for destruction, and that He might make known the riches of His glory on the vessels of mercy, which He had prepared beforehand for glory, even us whom He called, not of the Jews only, but also of the Gentiles? As He says also in Hosea: "I will call them My people, who were not My people, and her beloved, who was not beloved." And it shall come to pass in the place where it was said to them, "You are not My people," there they shall be called sons of the living God. Isaiah also cries out concerning Israel: "Though the number of the children of Israel be as the sand of the sea, the remnant will be saved. For He will finish the work and cut it short in righteousness, because the Lord will make a short work upon the earth." And as Isaiah said before: "Unless the Lord of Sabaoth had left us a seed, we would have become like Sodom, and we would have been made like Gomorrah." What shall we say then? That Gentiles, who did not pursue righteousness, have attained to righteousness, even the righteousness of faith; but Israel, pursuing the law of righteousness, has not attained to the law of righteousness. Why? Because they did not seek it by faith, but as it were, by the works of the law. For they stumbled at that stumbling stone. As it is written: "Behold, I lay in Zion a stumbling stone and rock of offense, and whoever believes on Him will not be put to shame." (Romans 9:6-33)

What then? Israel has not obtained what it seeks; but the elect have obtained it, and the rest were blinded. Just as it is written: "God has given them a spirit of stupor, eyes that they should not see and ears that they should not hear, to this very day." (Romans 11:7-8)

Now thanks be to God who always leads us in triumph in Christ, and through us diffuses the fragrance of His knowledge in every place. For we are to God the fragrance of Christ among those who are being saved and among those who are perishing. To the one we are the aroma of death leading to death, and to the other the aroma of life leading to life. And who is sufficient for these things? (2 Corinthians 2:14-16)

But even if our Gospel is veiled, it is veiled to those who are perishing, whose minds the god of this age has blinded, who do not believe, lest the light of the gospel of the glory of Christ, who is the image of God, should shine on them. (2 Corinthians 4:3-4)

Blessed be the God and Father of our Lord Jesus Christ, who has blessed us with every spiritual blessing in the heavenly places in Christ, just as He chose us in Him before the foundation of the world, that we should be holy and without blame before Him in love, having predestined us to adoption as sons by Jesus Christ to Himself, according to the good pleasure of His will, to the praise of the glory of His grace, by which He made us accepted in the Beloved. In Him we have redemption through His blood, the forgiveness of sins, according to the riches of His grace which He made to abound toward us in all wisdom and prudence, having made known to us the mystery of His will, according to His good pleasure which He purposed in Himself, that in the dispensation of the fullness of the times He might gather together in one all things in Christ, both which are in heaven and which are on earth - in Him. In Him also we have obtained an inheritance, being predestined according to the purpose of Him who works all things according to the counsel of His will, that we who first trusted in Christ should be to the praise of His glory. In Him you also trusted, after you heard the word of truth, the gospel of your salvation; in whom also, having believed, you were sealed with the Holy Spirit of promise, who is the guarantee of our inheritance until the redemption of the purchased possession, to the praise of His glory. (Ephesians 1:3-14)

For by grace you have been saved through faith, and that not of yourselves; it is the gift of God, not of works, lest anyone should boast. (Ephesians 2:8-9)

For to you it has been granted on behalf of Christ, not only to believe in Him, but also to suffer for His sake. (Philippians 1:29)

So, as I said in the recent article in our Bible Knowledgebase, the free offer of the Gospel is God's means of calling His people to repentance:

And this Gospel of the kingdom will be preached in all the world as a witness to all the nations, and then the end will come. (Matthew 24:14)

The time is fulfilled, and the kingdom of God is at hand. Repent, and believe in the gospel. (Mark 1:15)

Then He said to them, "Thus it is written, and thus it was necessary for the Christ to suffer and to rise from the dead the third day, and that repentance and remission of sins should be preached in His name to all nations, beginning at Jerusalem." (Luke 24:46-47)

For I am not ashamed of the Gospel of Christ, for it is the power of God to salvation for everyone who believes, for the Jew first and also for the Greek. (Romans 1:16)

The rejection of that offer is also the condemnation of the lost:

He who believes in Him is not condemned; but he who does not believe is condemned already, because he has not believed in the name of the only begotten Son of God. And this is the condemnation, that the light has come into the world, and men loved darkness rather than light, because their deeds were evil. For everyone practicing evil hates the light and does not come to the light, lest his deeds should be exposed. But he who does the truth comes to the light, that his deeds may be clearly seen, that they have been done in God. (John 3:18-21)

But they have not all obeyed the Gospel. For Isaiah says, "Lord, who has believed our report?" (Romans 10:16).
